SOFIA, June 3, 2014 – Westinghouse Electric Company today announced the signing of memoranda of understanding (MOUs) with EnergoService AD, ENPRO CONSULT Ltd. and OSKAR-EL Ltd. – all leading Bulgarian-owned and -operated companies.
These agreements mark an important milestone in the ongoing collaboration between Westinghouse and its local partners to advance the building of an AP1000® nuclear power plant for Kozloduy Unit 7 in Bulgaria.
These agreements will constitute a significant part of the automation, electrical control and engineering work, and will result in hundreds of millions of Bulgarian lev and sustained work for hundreds of Bulgarian engineers and technicians.
The three MOUs resulted directly from Westinghouse’s February 2014 supplier summit that brought together nearly 100 companies and organizations from across the country. The event showcased the opportunities and challenges of supplying products and services in support of AP1000 pressurized water reactors (PWRs).
The AP1000 new-build project is expected to significantly boost local, regional and national Bulgarian economies. At the height of construction, close to 3,500 local workers will be employed on site, with an additional 15,000 workers involved in the associated supply chain. Regional unemployment around the construction site could be reduced to nine percent, a reduction of four percent from the current 13 percent. Once the reactor is completed, its operation will require between 500 and 800 highly-skilled specialists.

Bringing these key Bulgarian companies on board reaffirms Westinghouse’s pledge to use local talent and resources. It also shows our commitment to provide BEH with the most advantageous proposal. To the greatest degree possible, these partners will support existing global AP1000 reactor construction projects. These opportunities will add to the knowledge transfer which began when these major sub-suppliers executed the demanding upgrade of the Kozloduy auxiliary building instrumentation and control system between 2000 and 2007.”
The construction of an AP1000 reactor represents a once-in-a-generation opportunity for Bulgaria to invest in the latest technologies and adopt the highest and most competitive standards for their nuclear industry. The AP1000 PWR is the most advanced nuclear plant design in the world. As such, significant engineering, construction and manufacturing expertise will be shared with Bulgarian companies, providing substantial opportunities to support future global nuclear plant projects.
Eight AP1000 units are under construction currently—four each in China and the U.S. These plants will be substantial references for Kozloduy 7 since all are scheduled for completion prior to that construction. Westinghouse currently is in advanced discussions with several other European customers in the selection of the AP1000 plant for new-build programs.
